  • ITC's Benchmarking model

    ITC’s Benchmarking model uses a structured and result-oriented approach to help identify strengths and weaknesses as a first step towards improvement.

    It encompasses a comprehensive set of indicators, measures and themes covering four overarching areas of performance: 

    Benchmarking model overview

    • Leadership and Direction: The appropriateness of the mandate, and the extent to which the organization has the governance, strategy and partnerships to achieve it.
    • Resources and Processes: The capacity of the organization to access resources and the extent to which it manages its HR, finance, assets, information and processes.
    • Product and Service Delivery: The portfolio of services provided to clients its relevance and the scope of its delivery.
    • Results and Impact Measurement: The nature and scope of performance measurement and the extent to which it provides information to guide the organization.

    Each of the four areas is defined by a number of themes as described in the diagram below. Each theme includes a set of performance measures. The measures are informed by 225 indicators.

    The scoring system

    ITC’s Benchmarking scoring system is designed to help you assess your organization’s performance against generally accepted good practice. The good practices are based on ITC’s extensive experience of working with TSIs worldwide and our knowledge of their environment. In developing the ITC’s Benchmarking model we worked with a range of Trade Promotion Organizations including least developed, developing and developed countries.

    A comprehensive scoring system is applied, with scores attributed to each of the 225 indicators using a maturity model, with five possible levels of practice, ranging from 0% (weak practice) to 100% (excellent practice). The standard is high, as it is intended to be aspirational. The scoring system includes automatic weightings that have been developed through detailed design and pilot testing.

    Benchmarking results are automatically generated as follows:

    • Overall position: shows the score for your organization.
    • Area position: shows the score for each area and how your organization is positioned against the 100% good practice.
    • Theme position: shows the score for each theme and how your organization is positioned against the 100% good practice.
    • Measure position: shows the score for each measure and how your organization is positioned against the 100% good practice.
    • Indicator: shows the level of maturity of each process assessed.

    For assisted assessments, scores are based solely on current practice. Changes and improvements that are about to take place do not influence the score, but may be recognised in the overall report summary and recommendations.

    ITC's Benchmarking is based on a maturity model of five levels. Benchmarking results are determined by calculating the mean of scores in each theme and area to achieve an overall score.
