Programme Officer - Organizational Excellence and Investment Promotion

Silvia Campos Borrás is a Programme Officer in the Institutions and Ecosystems Section at the International Trade Centre (ITC). Her work centres on strengthening the performance of Investment Promotion Agencies (IPAs) and Business Support Organisations (BSOs), with emphasis on client-centric service delivery, investor journey, client segmentation, process optimisation, strategic planning, and results-based management.

She designs and delivers executive coaching and capacity-building interventions for senior-level stakeholders, including IPA leadership and commercial diplomats. Her work integrates practical tools to support institutions in structuring engagement strategies and reporting on impact.

Silvia has extensive experience in foreign direct investment s, covering the full investment lifecycle, from planning and research to investor targeting, facilitation, and reinvestment. She has led initiatives on investment profiling, institutional coordination, and the development of indicators aligned with strategic objectives.

Before joining ITC, Silvia worked at CINDE, a leading BSO that supported Costa Rica’s investment agenda for four decades, where she played a key role in investment advisory, project coordination, and the development of strategies to strengthen productive linkages.

Silvia holds a Master’s degree in Project Management and a Master’s degree in Supply Chain and Logistics, as well as a degree in Economics. She is fluent in Spanish, English and Portuguese.
